摘要 校园健康与安全管理是高校校务管理工作的重中之重,是大学人才培养、科学研究和社会服务等职能得以实现的前提。英国利兹大学将校园健康和安全作为大学重要优先事项,其在管理上形成了校务委员会授权的校长总负责制"直线—职能型"组织架构,辅以专业化多团队的协同管理体系和"自上而下、权责明晰、全员参与"的责任体系,在具体措施上扎实开展安全教育和培训、积极做好宣传工作、努力完善奖惩制度、全面落实风险评估机制和监察制度。这对我国高校校园健康与安全管理工作具有启发和借鉴意义。 Campus health and safety management is the top priority of university administration, and it is the prerequisite for the realization of university talent cultivation, scientific research and community service functions. The University of Leeds has made campus health and safety a high university priority. In terms of management, a "straight-line functional" organizational structure of the Chancellor overall responsibility system authorized by the Council with professional multi-team collaborative management system and a responsibility system of "top-down, clear authority and responsibility, and full participation" have been formed. In addition, concrete measures have already been taken to carry out safety education and training steadily, to do propaganda work actively, to improve the reward and punishment system strenuously and to implement the risk assessment mechanism and supervision system roundly. It puts forward the important enlightenment and reference function to the similar work of universities in our country.
